Over the last couple years, CNHA has grown its programs serving Native Hawaiian communities and expects to continue our rapid growth into the future. Department of Hawaiian Home Lands - NAHASDA Community Policing Survey Request
What: The Department of Hawaiian Home Lands (DHHL), Planning and Development – NAHASDA has requested to ask all SCHHA Hawaiian Homestead community associations and non-SCHHA associations if they are interested in organizing, developing and implementing a community policing team(s) within their homesteads.
If interested, Department of Hawaiian Home Lands Planning and Development Coordinator, Sandra Asato is willing to contact the City and County Police Departments within your area and to develop an opportunity accessing funds through the NAHASDA Program in carrying forward this excellent proposal. Associations must assist in organizing, seeking volunteers and identifying areas within their communities which they feel will best benefit from this program.

HUD ONAP Announces New Training for NAHASDA Recipients and ONAP Staff
WASHINGTON, D.C. Today the U.S. Department of Housing and Urban Development Office of Native American Programs (HUD ONAP) announced a new series of training workshops to help participants better understand the programmatic and functional processes, as well as the applicable laws and regulations, related to developing quality, affordable housing in Alaska and Indian country. The training will be offered in all six ONAP regions (Southern Plains, Northwest, Alaska, Eastern/Woodlands, Southwest, and Northern Plains) starting in the fall this year.
The training will cover many different areas of tribal housing development, including the application, opportunities, and challenges of working with the Native American Housing Assistance and Self Determination Act of 1996 (NAHASDA). Training topics include:
The curriculum will include case studies, model approaches, and regional issues. Each workshop will also include several interactive group activities. Trainers will present success stories and lessons learned, highlighting what worked well and what did not work well in representative housing programs.

About the Atherton Family Foundation: the Atherton Family Foundation supports programs and projects within a broad spectrum of activities which in some way benefit the people of the state of Hawai‘i. has announced the launch of the 2005-2006 "Let's Just Play" Giveaway Program, where the network will distribute more than $1 million from September 2005 to June 2006. The "Let's Just Play" Giveaway offers kids around the United States the opportunity to take action and enter for a chance to win $5,000 to improve their school or community program's fitness resources. The initiative is part of the network's three-year pro-social "Let's Just Play" campaign, which encourages healthy and active lifestyles for kids and families.
For ten months, Nickelodeon will award a minimum of 20 winners per month with $5,000 each to help facilitate play in their community. To enter, kids ( 6-15 years of age), partnering with teachers and other community-based leaders, must tell Nickelodeon what they need for their public or private school (grades K-9) or community-based after- school organization to help them play better and why, and give three reasons why play is important. Once the entry form is completed and mailed to Nickelodeon, the winners will be randomly selected and announced via Nickelodeon Online at the top of each month, beginning in September.

Funding Opportunity: Department of Health & Human Services Administration for Children and Families - Assets for Independence Demonstration Program
What: The Administration for Children and Families, Office of Community Services (OCS) will accept applications for financial assistance to establish and administer Assets for Independence (AFI) Projects. These projects assist low-income people in becoming economically self- sufficient. They do so by teaching project participants about economic and consumer issues and enabling them to establish matched savings accounts called Individual Development Accounts (IDA) in order to save for a first home, a business or higher education. Grantees must participate in an on-going national evaluation of the impact of AFI Projects and IDAs.
Deadlines: This is a standing announcement. It is effective until canceled or changed by the Office of Community Services. Applicants may submit applications at any time throughout the year. OCS will review and make funding decisions about applications submitted by any of three due dates: March 15, June 15 and November 1. (If a date falls on a weekend, the due date will be the following Monday.) For example, starting in mid-March annually, OCS will review all applications submitted November 2 through March 15. Starting in early June, OCS will review all applications submitted March 16 through June 15. And, starting in early November, OCS will review all applications submitted June 16 through November 1. Unsuccessful applicants may submit a new application in any succeeding application period.

What’s New with the HOAP Call Center?
American Savings Bank: Ho’olako Pono Loan Program
After many years of limited financing options for native Hawaiians on Hawaiian Home Lands, American Savings Bank in collaboration with the Department of Hawaiian Home Lands is pleased to offer a loan program that offers construction loans and mortgages to DHHL lessees.
With the meaning of “to nourish” and to “make right”, the Ho’olako Pono Loan Program offers expanded financing options to DHHL lessees through conventional loans of up to $539,475 with 100% financing available. The one-time close construction loan includes one application, one qualification process, one interest rate, and one closing. Interest rates are fixed and principal and interest payments will not change for the life of the loan. Private mortgage insurance will be provided by Mortgage Guaranty Insurance Corporation.
The loan can be used to purchase a home, finance construction of a new home, or refinance rate and term only – no cash out for an existing home mortgage. Roads and utilities must be accessible to the vacant lot before construction can begin. However, if it is typical for the area to have water catchments and/or generators, then these are acceptable.

HOAP & HHCA Orientation Sessions
The Orientation Sessions are intended to provide participants with an introduction to HOAP and the homeownership process. These sessions will include an overview of the Hawaiian Homes Commission Act which guides the Department of Hawaiian Home Lands’ mission and policies, inform participants about the homestead application process, provide updates on DHHL’s development schedule statewide, include an overview of the homebuyer education and case management services that are available, and introduce them to local Providers in the State.
To date, 12 sessions have been held attracting over 950 Native Hawaiians throughout the state of Hawaii, with amazingly positive results. CNHA continues to receive high scores in the 90 percentile when participants are asked to rate the helpfulness of the materials, the effectiveness of the facilitator and the content of the materials. Attend a session in your community to learn how you can achieve your dream of homeownership!

HOMEBUYER EDUCATION COURSES
The Homebuyer Education Courses are intended to provide individuals and families with homebuyer and financial literacy courses to build skills and help prepare for homeownership and loan prequalification. Multiple local Providers deliver course sessions that include the following topics: 1) Understanding Credit & Obtaining a Mortgage Loan, 2) Personal Financial Management (budgeting, savings, etc), and 3) Credit Ratings, Credit Repair, Debt Reduction and Debt Restructuring. Typically, a complete session entails a total of 10 hours delivered in 2-9 hour sessions over 1-4 days. Participants are able to attend components of a complete series on a variety of dates throughout the year.
Hawaii Community Lending (HCL) is a mortgage lender specializing in Hawaiian home land properties. HCL conducts Homebuyer Education Workshops throughout the state on money management, accessing credit, home maintenance and other topics. HCL also provides direct assistance in applying and qualifying for home loans, as well as financial assessments for DHHL and non-DHHL properties.
