"Hawaiian" Bills Before the Hawaii Legislature

Hawaii State Legislature

2007 “Hawaiian” Bills

This is a compilation of bills with the word “Hawaiian” appearing in them.  The bills are loosely grouped together by topic.  If you are searching for a particular bill number, please use your e-mail or web browser’s “Find” function to search for the bill number.

What are short form bills?

Most bills are drafted in a form that contains the necessary details to accomplish their purposes. Many of the “Relating to Hawaiian Affairs” bills are short-form bills – introduced relating to a topic for which the details remain to be developed. The subsequent details of the bill must relate to the specified topic.  These bills are often introduced as placeholders in order to beat the deadline to introduce bills.

What is a First Crossover?

This is the deadline for bills to pass Third Reading and then move (or "cross over") to the other house for consideration. For this reason, this is called the crossover deadline. First Crossover is the last day for a final vote to be taken in the house of origin before passing a bill on to the second house. Second Crossover is the last day for a final vote in the second house before sending a bill back to its house of origin. Remember, bills can cross over before this deadline.

A detailed list of all the 2007 bills that passed First Crossover in the legislature can be found here.
