Located in Wahiawā, the 10-unit apartment building will provide housing for families who may otherwise be homeless or at risk of being homeless.
KAPOLEI, HAWAIʻI – Today, the Council for Native Hawaiian Advancement (CNHA) held a blessing ceremony for its first multi-unit affordable housing rental project – Hale Manakō, located at 103 Mango Street, Wahiawā. Through the City & County of Honolulu, CNHA received a Community Development Block Grant (CDBG) funded by the CARES Act to benefit low- and moderate- income families by providing housing and a suitable living environment.
“CNHA is committed to serving and providing opportunities for the people of Hawai‘i. We are extremely excited and humbled to open Hale Manakō and provide a safe, reliable place for families to call home,” said Kūhiō Lewis, CEO at CNHA. “Hawai‘i’s housing crisis has left many of our island residents homeless or struggling to pay rent. Hale Manakō provides an option for those who need it most.”
The CDBG award allowed CNHA to purchase the 10-unit apartment building in December 2021 for $2.2 million.
"Helping one person may not change the entire world, but it changes the entire world for that one person," said Honolulu Mayor Rick Blangiardi. "Hale Manakō will make a huge difference for a handful of Hawaiʻi families living on the margins, which in turn will help to strengthen the surrounding community. This project is a great example of how government can work to facilitate partnerships to bring to fruition the dream of affordable housing.”
Necessary repairs were made to the apartment building so families could move in as soon as possible. New residents moved in this week. At today’s blessing ceremony, The Harry and Jeanette Weinberg Foundation awarded CNHA with a capital grant to be used for repair and maintenance projects at Hale Manakō.
“The Weinberg Foundation is dedicated to increasing affordable housing opportunities for local families. Hale Manakō exemplifies the power of a collaborative effort among philanthropy, the city and county of Honolulu, and CNHA to provide families with a safe, stable place to call home,” said Corbett Kalama, the Foundation’s executive vice president - Hawaiʻi office.
CNHA has contracted with Housing Solutions Incorporate (HSI), a non-profit that operates affordable housing projects on O‘ahu, to manage Hale Manakō. To apply, interested applicants must meet the basic qualifications which include:
· All applicants must be experiencing homelessness, or at risk of homelessness due to COVID-19 or households at heightened risk of COVID-19 impacts due to overcrowding, prior to residency at the project;
· Must be able to pay rent, deposit and other required fees;
· Applicants’ income must not exceed 60% of the O‘ahu Area Median Income;
· Preference to applicants in the Wahiawā area; and
· Annual income limits by family size, currently:

2 Persons $62,700
3 Persons $70,560
4 Persons $78,360
5 Persons $84,660
6 Persons $90,900
7 Persons $97,200
Monthly rent for a one-bedroom unit (max four persons) is $1,200 and $1,750 for a two-bedroom unit (not less than four persons, but no more than seven persons).
